August 13, 2009 Minutes

 

The meeting was called to order at 7:03 p.m.

The Pledge of Allegiance was recited. Roll call: Supervisor Phil Heath (present), Clerk Margaret Rock (present), Treasurer Jim Early (present), Trustee Olga Mancik (present), and Trustee Robert Dopkowski (present).

 

Public Comment:

            VEOLA representative – add to new business.

            Chris Turner - Class E Vehicle License – add to new business.

            Marty Richie – Buy Rite LP – add to new business.

           

Agenda additions or changes:          None

           

Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report:

Motion by Clerk Rock and seconded by Trustee Mancik to accept the Consent Agenda.    Motion carried.

Motion by Trustee Mancik and seconded by Trustee Dopkowski to accept the minutes.     Motion carried.

Treasurer Early read the disbursements:      

General Fund =               8,935.55

Fire Fund         =            28,822.09

Bldg. Fund       =                  793.92

Road Fund       =                      0

Other               =              ____0___

Total                =          $38,551.56

Motion by Clerk Rock and seconded by Treasurer Early to pay the bills of $38,551.56.       Motion carried.

Motion by Clerk Rock and seconded by Trustee Dopkowski to reimburse the supervisor for the purchase of a laptop in the amount of $422.94.  Motion carried.

Fund Balances:                

Chase (savings)           =          $390,680.81   

MB & T (checking)      =               31,689.03

Flagstar                       =            202,467.52

MB & T (savings)        =              15,528.98

Total                            =          $640,366.34

Motion by Supervisor Heath and seconded by Trustee Dopkowski to accept the fund balance report.   Motion carried.

Trustee Mancik gave the Building Report:

 7 permits issued

Total money received             =          $645

Total paid out                                 $737.50

Motion by Supervisor Heath and seconded by Trustee Dopkowski to accept the Building Report.   Motion carried.

Old Business

            Accident Fund Insurance Corporation has $451.00 overpayment for township. Treasurer Early will send in the paperwork to receive the refund.

            Ramp: Contractor is waiting for MISS DIG to check area.

New Business

            VEOLIA- Discussion of storing explosives on site. A 50’ x 50’ area will be graveled and fenced in, will store Class C explosives. The explosives will be coming from Ashland, Kentucky. The storage building will be approximately 1000’ off the road. Planning commission will approve of the plan. Just letting the board know of plans.

            Motion by Supervisor Heath and seconded by Trustee Dopkowski to give tentative approval to VEOLIA, upon all paperwork be approved.               Motion carried.

            Chris Turner – Discussion of Mr. Turner needing a physical address for his business, which is a Class E license. This will be a physical location for his books and record keeping. The address will be 13683 Wabash Rd.

            Motion by Clerk Rock and seconded by Supervisor Heath to assist Mr. Turner in meeting the requirements for a state license, with these stipulations: Allow this as long as not parking trucks, no disassembly, no numerous trucks, and if you do, we have right to reject the permit.  Motion carried.

            Land Split –

            Estate of Myrtle Kanitz -

Motion by Supervisor Heath and seconded by Trustee Dopkowski to accept the land split of the Myrtle Kanitz Estate and Linda Cislo as the Executor. Parcel # 11029-002-00 (20 acres) will be split into two ten acre parcels. The southern 10 acres will be combined with Parcel # 11029-005-00. The northern 10 acres will be combined with Parcel # 11-029-003-00.  Motion Carried.

            Marty Richie: Buy Rite LP is looking for a home and this is a heads up of plan. Buy Rite will work with Planning Commission and DEQ for proper paperwork.

            Assessor: New rules: The assessor must be paid as an employee and taxes taken out.

            Assessor Applications: August 7 was deadline for applications and we received one application after this date. The board set a date of September 1, 2009 at 7 p.m. to interview the qualified applicants. Discussion of pay scales from local townships, Clerk Rock will contact other townships and Trustee Mancik will contact MTA for information.

Issues from the Board Members

            Clerk Rock- Washtenaw ISD has an issue on ballot for November, so we will open our precinct. MCRC 2008 Annual report presented for viewing. Ask for a MCRC Budget and received a copy.

            Trustee Dopkowski – Sherman Rd. has been graded.

             Treasurer Early – Taxes are awful slow coming in.

            Public Comment

            John Schauer- Master Plan  2004 will be reviewed by the Planning Commission, the plan should be reviewed every five years. A representative from broadband company will be meeting with the township next Wednesday.

            Dave Wittkop – Closed roads, Hickory Rd.

            Olga Mancik – Monroe Co. solid Waste will be taking tires by appointment on September 22, 2009. Call Holcim if board has any questions.
