Approved minutes of the Milan Township Board held on December 13, 2007
The meeting was called to order by Supervisor Wittkop at 7:08 PM. Invocation was given and the Pledge of Allegiance was recited.
Roll call of members: All present except Treasurer Early. It is noted that he had a death in the family.
Supervisor Wittkop asked that the following issues be added to the Agenda:
Under Old Business: New Zoning Ordinance review.
Under New Business: Alternate board member for BOR and ZBA.
Public Comment:
None at this time.
Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report:
Trustee Dopkowski motion to accept consent agenda with additions. Trustee Mancik seconded.
All yeas. Motion carried.
Supervisor Wittkop stated the Consent Agenda be accepted as corrected and filed for audit.
Supervisor Wittkop asked if and changes/corrections to the November 2007 minutes.
Motion by Clerk Rock to accept the minutes of November, 2007. Seconded by Trustee Mancik.
All yeas. Motion carried.
Clerk Rock read the disbursements: General Fund = $ 8488.88
Fire Fund = 15448.20
Bldg Fund = 556.86
Road Fund = 9038.38
Total = $33,532.32
Clerk Rock made motion to pay bills Seconded by Trustee Dopkowski.
All yeas. Motion carried.
Supervisor Wittkop made motion that the board approve the clerk to pay the additional $15.00 to Hostgater for our Website domain. Trustee Dopkowski seconded.
Vote taken. All yeas. Motion carried.
Clerk Rock passed out fund balance reports provided by Treasurer Early.
Flagstar Bank: $187,554.46

Chase Bank: $167,196.80
Clerk Rock stated that Treasurer Early had renewed the CD that was due for 91 days.
Trustee Mancik gave the Building Report:
8 permits were issued
Total money received: $615.00
Total paid out: $512.82
Supervisor Wittkop stated all reports to the filed for audit.
Old Business:
BOR tax exemption.
Supervisor Wittkop stated he spoke with Dundee, Exeter, London, and Ida Townships asking them if they have a set amount for assets for tax exemptions. Dundee and Ida does not have a set amounts and Exeter faxed a copy of theirs to us. London has not responded as of yet. After discussion by the board Supervisor Wittkop made motion to use the amount of $10,000.00 as the amount to be used to determine tax exemption for assets. Clerk Rock seconded.
Trustee Dopkowski suggested the township use the Federal Poverty Threshold of $10,210.00. After discussion by the board Supervisor Wittkop amended his motion to use the Federal poverty threshold of $10,210.00 for of the current for one resident for assets. Trustee Dopkowski seconded.
The amount excludes the other in-house residents and one car and may not exceed the guidelines for 1 person in the current year.
Roll call vote. All Yeas. Motion passed.
Updated Zoning ordinances.
The board discussed and Supervisor Wittkop asked that the article on Private Roads be added. Trustee Mancik asked that it be added that the ZBA does not have the authority to change the use variance.
Supervisor Wittkop asked the board if they thought a Public Hearing should be held after all changes/corrections are made and agreed too. Trustee Mancik made motion that a Public Hearing be held. Trustee Dopkowski seconded.
Vote taken. All Yeas. Motion passed.
New Business:
Partial tax payments (Yea or Nay)
Clerk Rock at the request of Treasurer Early asked the board if the board wanted him to take partial tax payments. The board discussed. Trustee Mancik made motion for the treasurer to accept partial payments. Trustee Dopkowski seconded.
Vote taken. All yeas. Motion carried.
January 2008 Board Meeting date.
Supervisor Wittkop stated that the date of the Board Meeting in January 2008 was agreed to last month but was not posted within three days of the meeting so therefore needed to be agreed to again. Supervisor Wittkop made motion to change the date of the Board Meeting from January 10, 2008 to January 7, 2008 at 7 pm due to the board being at the annual MTA Conference. Trustee Mancik seconded.
Vote taken. All yeas. Motion carried. Supervisor Wittkop will post tonight at the hall and place on the Townships Website.
Election Commission Meeting Date
Clerk Rock will set the date and let the commission know.
Alternate Board Members for the BOR and ZBA
Supervisor Wittkop informed the board the one alternate B.O.R. would not be available for e the March meeting if needed. He therefore is asking to have another alternate named and he is making the motion to have Joan Wittkop be accepted. After discussion Trustee Dopkowski seconded. Also Trustee Dopkowski made motion the there be a primary and secondary alternate. Supervisor Wittkop seconded.
Votes taken. All yeas. Motions carried.
After discussion by the board regarding alternate ZBA member it was decided that at this time one was not needed, except that a person would be looked for to fill it in the near future.
Issues from Board Members or Officials
Trustee Dopkowski wanted the board to be aware that the plans for waste water and treatment plant have be given to the Planning Commission for review.
Clerk Rock stated the Building Dept will be closed till January 8, 2008. Permits could be obtained by calling the clerk and setting up an appointment.
Public Comment
A resident asked how property taxes could go up when land values are down.
Supervisor Wittkop responded.
