Approved minutes of the Milan Township Board held on November 8, 2007 The meeting was called to order by Supervisor Wittkop at 7:00 PM. Invocation was given and the Pledge of Allegiance was recited. Supervisor Wittkop asked that the following issues be added to the Agenda: Under Old Business: Ditch Bid Day Rd. and letters to Platt Rd. residents, Flag removal, and Cemetery Bids. Under New Business: add Gradall under Roadwork – Cooper & Far, Poverty Exception Form Resolution and 8’ Bumper Cost for Handicap parking. Public Comment: None at this time. Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report: Trustee Dopkowski made motion to add the items to the agenda. Trustee Mancik seconded. Vote taken: All yeas. Motion passed. Supervisor Wittkop stated the Consent Agenda be accepted as corrected and filed for audit. Supervisor Wittkop stated there were two corrections to the October 11, 2007 minutes. Both were in spelling. Motion by Trustee Dopkowski to accept the minutes of October 11, 2007 as corrected. Seconded by Trustee Mancik. All yeas. Motion carried.  Clerk Rock read the disbursements: General Fund = $ 7436.16 Fire Fund = Bldg Fund = 518.30 Road Fund = 16,659.54 Total = $ 24,614.00 Clerk Rock made motion to pay bills Seconded by Trustee Dopkowski. All yeas. Motion carried. Treasurer Early gave fund balance report: Flagstar Bank: $ Flagstar, gen: $124,570.49 Flagstar, fire $26,022.35 Flagstar, bldg $26,955.50 Flagstar, renov $10,006.12 Chase Bank: $166,575.48 Trustee Dopkowski stated that he noticed a CD was coming due. Supervisor Wittkop made motion that Treasurer Early check the interest rate and have it renewed for the highest interest rate for 6 months. Trustee Mancik seconded. All yeas. Motion carried. Trustee Mancik gave the Building Report: 6 permits were issued Total money received: $420.00 Total paid out: $518.30 Supervisor Wittkop stated all reports to the filed for audit. Old Business: Flagpoles Treasurer Early brought in a flagpole to show the board. The board discussed. Clerk Rock made motion to purchase a new flagpole for $127.00 which included the flag for the Township hall. Trustee Mancik seconded. After further discussion by the board Clerk Rock amended her motion to purchase 2 flagpoles. Trustee Mancik seconded. Treasurer Early will pickup. All Yeas. Motion passed. Ditch Bid Supervisor Wittkop discussed bids for having Day Rd. done. One bid was for $2,250.00 and the other was for $4,230.00 Trustee Dopkowski made motion to accept bid from Lewis Roe for $ 2,250.00. Treasurer Early seconded. All Yeas. Motion passed. Letters to Platt Rd. residents. Clerk Rock will write. Cemetery tree cutting. Supervisor Wittkop mentioned that it was approved at the Oct. 2007 meeting. He asked J and M Tree Service if this one tree could be added to the Azalia bid for removal and received a verbal approval from J and M. Supervisor Wittkop asked if the board wanted the tree in Spaulding Cemetery removed by J and M Tree Service under the original approved bid. After discussion by the board it was decided that the board wanted that done also. Supervisor Wittkop will contact J and M. New Business: New Zoning Ordinances The board discussed and it the discussion will be continued at next months meeting. Trustee Mancik asked about how the Planning Commission was coming along on a procedure regarding "Steps to go through for Zoning." Trustee Dopkowski stated they were working on it. Roadwork- Couper & Far Supervisor Wittkop discussed the township costs per the Gradall contract with M.CR.C. would be $1,000.00. The work involves replacing two culverts under the road and ditching north on Far and East on Couper rds. Lease Agreement MAFD Supervisor Wittkop presented information. The Milan City wants the MAFD to pay for all Capital costs of repair and maintenance of the fire hall. The MAFD rejected the proposed lease and offered to have the same article from the previous lease put in place of the current offer on maintenance from the City. BOR Meeting Date Supervisor Wittkop stated the date of the meeting would be December 11, 2007 at 9:00 am until 10:00 am. Poverty Exception Form Supervisor Wittkop asked that the board look at it and decide which dollar figure to set at. January Board Meeting Supervisor Wittkop stated that the date for the next meeting would occur while the board was at the MTA Conference. Trustee Dopkowski made motion to hold the meeting on January 8, 2008 at7 pm. Trustee Mancik seconded. After discussion Trustee Dopkowski amended his first motion to hold the meeting on January 7, 2008. Trustee Mancik seconded. All yeas. Motion carried. 8’ Parking Bumper for Handicap parking. Supervisor Wittkop stated he spoke with Milan Burial Vault and got a cost of $40.00. Treasurer Early made motion to approved purchase of 8’ foot bumper. Trustee Dopkowski seconded. All yeas. Motion passed. Issues from Board Members or Officials Treasurer Early stated winter taxes will be ready to be mailed by Dec. 1, 2007 Clerk Rock read letter she received from MCRC regarding weight restriction and speed limit on Hickory. Supervisor Wittkop informed the board that the Proclamation for Mr. Gotts that the board approved last month will be given to him on 12/8/07 at a party at Fenders in Milan. Supervisor Wittkop also stated the bridge on Petersburg Rd. was open. Clerk Rock stated that Primary Election in Jan. was on hold for right now. Public Comment A resident asked about if anything had been done about the tax tribunal regarding MB&T. Trustee Dopkowski stated he had forgotten about it and had done nothing. The citizen also asked if the board had heard anything about an open liquor license being available. The board had not. A citizen asked about the Fire Millage in the township.
