Approved minutes of the Milan Township Board held on September 13, 2007
The meeting was called to order by Supervisor Wittkop at 7:01 PM. Invocation was given and the Pledge of Allegiance was recited.
Supervisor Wittkop asked if there were any additions to the agenda. No one on board had any to add.
Public Comment:
A resident asked about having the Township Board use self help funds clean his ditch on Day Road.
Supervisor Wittkop told him that the townships self help funds were all used for the year.
A resident asked about the Holcim well testing. He stated that he had asked that his well be tested and it had not been done yet.
Trustee Mancik stated her well had been tested in June. Supervisor Wittkop told him to call Matt and ask about his well.
A resident asked how long Cone Road will be under construction?
A resident asked if anyone had ever though about an Ethanol Plant at the old Wick’s site.
A resident asked if the issue regarding what district she lives in was decided?
Clerk Rock stated it was.
Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report:
No changes/corrections to consent agenda. Consent agenda accepted and filed for audit.
Supervisor Wittkop asked if there were any changes/corrections to the August 9, 2007 minutes. None were voiced.
Motion by Trustee Dopkowski to accept the minutes of August 9, 2007 and seconded by Trustee Mancik.
All yeas. Motion carried.
Supervisor Wittkop asked if there were any changes/corrections to the September 4, 2007 Special Meeting minutes. None were voiced.
Motion made by Treasurer Early to accept the minutes of September 4, 2007 and seconded by Trustee Dopkowski.
All yeas. Motion carried.
Clerk Rock read the disbursements: General Fund = $ 13,815.59
Fire Fund = 26,527.40
Bldg Fund = 1,056.67
Road Fund = 27,788.15
Total = $ 69,187.79
Clerk Rock made motion to pay bills Seconded by Treasurer Early.
All yeas. Motion carried.
Treasurer Early gave fund balance report: Flagstar Bank: $186,930.38
Flagstar, gen: 124,570.49
Flagstar, fire 26,022.35
Flagstar, bldg : 26,408.94 Flagstar, renov: 9,928.60
Chase Bank: $196,466.59
Treasurer Early also handed out a report listing all the receipts made in the months of May, June, July, Aug, and through Sept.4, 2007. Trustee Dopkowski stated that he noticed a CD was coming due. Supervisor Wittkop made motion that Treasurer Early check the interest rate and have he renewed for the highest interest rate for 6 months. Trustee Dopkowski seconded.
All yeas. Motion carried.
Trustee Mancik gave the Building Report:
3 permits were issued
Total money received: $205.00
Total paid out: $1089.00
Supervisor Wittkop stated all reports to the filed for audit.
Old Business:
Flagpoles
Treasurer Early stated he had no new information at this time. Issue tabled till next month.
New Business:
Closing of Bank
Treasurer Early stated that at the suggestion of the Auditors we should close the account at MB&T Bridge Fund and the money into the general fund at the MB&T.
Trustee Dopkowski made motion to close bank. Treasurer Early supported.
All yeas. Motion carried.
Roads and Chloriding of Wells Road
Supervisor Wittkop asked about having 3" of stone put on Far Rd. from Cone to Milwaukee, Westfall- Redman to Hack, Hack Rd. East, and also to have the county take the berm off of Hack Rd.
The board discussed and Supervisor Wittkop will put these on the list.
A discussion regarding chloriding Cone Road because of the excessive traffic due to the closing of the Cone Road entrance/exit ramps. Clerk Rock made motion if the township had the money to cover the cost to go ahead and chloride it. Trustee Dopkowski supported.
All yeas. Motion carried.
Supervisor Wittkop also asked about helping with the costs to finish Milwaukee Road.
Board discussed and no decision was made at this time.
Issues from Board Members or Officials
Supervisor Wittkop discussed letters he received.
A letter he received from MCRC regarding an invitation to a Township Informational Meeting on Oct 4, 2007 @ 9 a.m. Treasurer Early stated he will go and Clerk Rock will RSVP for him.
A letter he received from Green Manufacturing, Inc regarding a request to allow a pump and haul tank to be installed on the Couper Road property.
The board discussed and it was decided that Supervisor Wittkop would send them written notification that nothing could be done on this property as stated before due to it being within the bounds of the HeathCo consent agreement.
Supervisor Wittkop talked about the DEQ is proposing a new rule change that would affect the Holcim plant V.O.C. discharges from 13.1 lbs per ton to 1.3 per ton by May 2008 for the Ozone period of May through September. This change cannot be met with the equipment at this time and the new equipment being purchased to be installed by May 08 is not guaranteed to meet this rule. A public meeting is to be held at the Dundee middle school on September 27 at 7:00 pm for more public comment. Supervisor Wittkop stated he would go for the board and present our views.
Trustee Mancik asked about the e-mail from Supervisor Wittkop regarding the Essential Personnel Prophylaxis. Supervisor Wittkop stated he sent his in and that the board members should decide on what each would do. Monroe County Health Dept. considers us all essential. The board discussed.
Trustee Mancik stated we had 34 residents come on Trash Day and she passed $71.00 of donation money to Treasurer Early she received.
Trustee Mancik also mentioned that the MORE meeting will be held at the Milan City Hall on September 27, 2007 @ 7 p.m.
Public Comment
A resident stated he felt that we should mail letters to residents talking about conditions of Platt rd and see if they would like the road ground up and stoned until we have enough money to repave it. That is a local road and our cost.
He also asked when MCRC meets.
He also asked that copies of the fund balances be made available for the public.
Both Supervisor Wittkop and Treasurer Early stated that they would be happy to provide a copy of fund balances.
A resident stated he feels we should get costs from private contractors to the township roads.
Supervisor Wittkop stated we tried that and most contractors would not bid on project because everything goes through MCRC.
A resident feels we should go after the state to chloride our dirt roads due to the excessive traffic because of the closing of the entrance/exit ramps at Cone Roads.
