JULY 2007 Approved minutes of the Milan Township Board held on July 12, 2007 The meeting was called to order by Supervisor Wittkop at 7:00 PM. Invocation was given and the Pledge of Allegiance was recited. Supervisor Wittkop made motion to add to the agenda New Computer at Hall and QVF Updates. Public Comment: None. Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report: Motion by Trustee Dopkowski and seconded by Trustee Mancik to accept the Consent Agenda. All yeas Motion carried. Supervisor Wittkop noted that a correction to the wording on minutes to read "all Flags will be flown until after Veterans Day in November." Motion by Treasurer Early to accept the minutes of June 14, 2007 with changes as corrected and seconded by Trustee Dopkowski. All yeas. Motion carried. Clerk Rock read the disbursements: General Fund = $ 7561.68 Fire Fund = 589.50 Bldg Fund = 487.20 Road Fund = 39,782.67 Total = $48421.05   Clerk Rock made motion to pay bills and asked for an additional $246.00 to purchase stamps for the treasurer to enable him to mail out tax receipts. Seconded by Trustee Dopkowski. Trustee Dopkowski asked what the bill for the attorney was for. Clerk Rock responded. All yeas. Motion carried. Supervisor Wittkop stated that the $3400.00 for ditching on Wells Road under the Road fund needed to come from the General Fund. Treasurer Early gave fund balance report: Flagstar Bank: $186,930.38 MB & T: 58,930.29 MB & T: 3,478.57 Chase: 216,187.53 MB & T: 10,806.98 Total: $476,333.75 Questions were asked by board and answered by Treasurer Early. Trustee Mancik gave the Building Report. Clerk Rock made statement that due to the lack of building being done in township she has closed the building department on a few days to save township money but permits could be still obtained by calling her. Supervisor Wittkop stated all reports to the filed for audit. Old Business: Trees in Cemeteries: Supervisor Wittkop read the bids he received for cutting of 5 trees in Azaila Cemetery DK = $2400.00, J & M Tree Service = $765.00, P & J Tree Service = $950.00 Note that if someone wanted the trees after cutting and they will haul away P & J will only charge $650.00 Board discussed and Trustee Mancik made motion that we use J & M Tree Service provided he provides his license and Bond Insurance information. Clerk Rock Seconded. Roll Call vote taken, All yeas. Motion passed. Treasurer Early asked that a 90 days limit for work to be completed be given to the agreement. The board discussed funds left for cutting trees and what trees to use it on. PDF writer Software Writer: Supervisor Wittkop stated that at last months meeting $49.99 was approved to purchase the software. It is not the professional software and would not do what the township needed. He asked that we approve $89.99 for the professional version. Trustee Mancik made motion to pay the additional cost. Trustee Dopkowski seconded. All yeas. Motion passed. Milan Fire Department Contract Board discussed. Treasurer Early made motion to approve new contract. Trustee Mancik seconded. All yeas. Motion carried. New Business: Handicap Ramp Grant Supervisor Wittkop read the bids received to do the work. A-1 Specialty = 2845.00, Rock Solid Concrete Construction = $2850.00 Board discussed. Trustee Mancik made motion to have A-1 Specialty do the work. Clerk Rock seconded. Vote taken. All yeas. Motion passed. Clerk Rock stated according to the State all work and payment to contractor must be completed by Sept. 30, 2007. New Computer at Hall Supervisor Wittkop passed out documents with costs for new computer. Board discussed. Trustee Mancik made motion to purchase the computer for $972.21 not to exceed budget allowance. Trustee Dopkowski seconded. Roll call. All yeas. Motion passed. QVF Software Clerk Rock made motion to purchase Pontem Software. Board Discussed. Trustee Mancik stated she spoke with someone in Lansing regarding PC Anywhere Software that could be purchased and used by township. after discussion it was decided that Trustee Mancik will obtain more information on this. Further discussion on this tabled till next month. Issues from Board Members or Officials Trustee Mancik asked when the BOR meeting is being held and what could be done at this meeting. Supervisor Wittkop stated meeting is July 17, 2007 and it was only for errors no appeals. Trustee Dopkowski reminded board and the public of the Public Hearing on July 14, 2007 . Supervisor Wittkop read letter of Notice of Hearing on July 26, 2007 regarding Michigan Gas Utilities. Public Comment Martha Churchill stated that during her research for her news articles she ran across a listing of Milan Townships past supervisors and typed it out and placed it in a frame to present to the board. The board thanked her. A citizen asked when the chloriding Platt Road will be done. Supervisor Wittkop responded later this month. Adjournment Supervisor Wittkop made motion to adjourn.
