Approved minutes of the Milan Township Board held on May 10th, 2007.
The meeting was called to order at 7:04 p.m. Invocation was given and the Pledge of Allegiance was recited.
Present: Supervisor David Wittkop, Treasurer James Early, Trustee Robert Dopkowski, and Trustee Olga Mancik.
Excused: Clerk Margaret Rock
Public Comment
Resident asked about the well testing and update concerning Holcim.
Motion by Supervisor Wittkop and seconded by Trustee Mancik to add Excess Gradall Contract, CD investment, and taxes to the agenda. Motion carried.
Consent Agenda, Minutes, Disbursements, Fund Balances and Bldg. Report.
Motion by Supervisor Wittkop and seconded by Trustee Mancik to accept the Consent agenda. Motion carried.
The minutes of 4-12-07 and 4-30-07 were accepted as printed and filed for audit.
Motion by Treasurer Early and seconded by Trustee Mancik to pay the bills totaling $19,666.52, Motion carried.
Treasurer Early gave report on CD’s:
Flagstar Bank: $182,533.51
MB&T: $ 59,269.78
MB&T: $ 3,478.57
Chase: $225,914.58
MB&T: $ 18,477.88
Total: $489,674.32
Supervisor Wittkop stated the reports to be filed for audit.
Trustee Mancik gave the Building Report. Total disbursements of $721.97. The report to be filed for audit.
Old Business
Building Department fee schedule.
This subject will be postponed until next months meeting.
Excess Gradall Contract.
Motion by Treasurer Early and seconded by Trustee Mancik to approve the Excess Gradall Contract. Motion carried.
CD Investment.
Motion by Trustee Dopkowski and seconded by Trustee Mancik to extend the CD contracts for 269 days. Motion carried.
Mailing of Tax Bills.
Motion by Treasurer Early and seconded by Trustee Mancik to stay with Emdem for mailings. Motion carried.
New Business
Tree in Azalia Cemetery.
Supervisor getting estimate for the removal of the tree and present at the next board meeting.
Motion Treasurer Early and seconded by Trustee Mancik to see what can be done to clean up the tree at Azalia Cemetery. Motion carried.
Pontem Voting System
Motion Supervisor Wittkop and seconded by Treasurer Early to purchase the Pontem Voter Software. Motion Tabled.
After discussion of a voter registration system, the motion was tabled until further information is received from the state concerning the Qualified Voter File (QVF) system that the state uses. Deputy Clerk Lee to bring more information back to board at the June meeting.
Ditching on Wells Rd.
Motion by Trustee Mancik and seconded by Trustee Dopkowski to authorize ditching on Wells Rd. Motion carried.
Issues from Board members or officials.
Treasurer Early: Margaret not here for Building Department next Tuesday. Deputy Clerk Lee will cover next Tuesday and Friday.
Trustee Mancik: MORE meeting is Thursday the 24th. No meeting of MORE in June.
Trustee Dopkowski: Planning Commission has the rough draft of the township ordinances. Attend the planning commission meeting which is 1st and 3rd Thursday for your input. A public hearing is required.
Supervisor Wittkop: Stone being put down on roads. Dust control is done. We save $800 by doing before end of May. We get 500 tons of free stone.
Next week is the fire dept. board meeting.
ITC: Transmission Line: They own the high power lines across US-23. Trucks will be in the neighborhood in next few months.
Monroe County Planning Dept. and Commission will host a Ground Water Stewardship (Sink Hole) free educational tour for township officials on May 17th from 12:30 until 5:30.
MB&T: On Thursday, May 31st at 5:30 the Monroe County Residential Development and Review will host a update of the new Toyota Motor plant in York township. The guest speaker is Bruce Lee of Toyota Motors.
FEMA: Digitized Data sets will be given to the community on May 14th at S. Raisinville location.
Public Comment
Lou Burke (Assessor): Form 4029 (Millage reduction) to be filled out by himself and then have Clerk to sign.
Michigan Tax Tribunal: MB&T and Milan Township on general call for August. Recommend involving the township attorney now.
Tom Towolski: Water problem on property. New house next door has a leach field higher than his property and the water is running onto his property. The Monroe County Health Dept. recommended he talk to the township. Supervisor to check into this problem.
Citizen: Glad to see township getting free stone. Update on furnace repair? Repair has not been done yet.
