Approved minutes of the Milan Township Board held on January 11, 2007.
Supervisor Wittkop called the meeting to order at 7:05 pm. Invocation was given and Pledge was recited.
Public Comment
None
Consent Agenda, disbursements, fund balances and Bldg report.
Trustee Dopkowski made motion to approve Consent agenda, Trustee Mancik seconded.
Vote taken: all yeas. Motion carried.
Supervisor Wittkop asked if any corrections/additions to the minutes dated December 14,2006 and November 28, 2006. No objections to the minutes.
Minutes were accepted as printed and filed for audit.
Clerk Rock gave disbursements. Clerk Rock made motion to pay the bills Treasurer Early support. Questions were asked and answered.
Vote taken. All yeas. Motion carried.
Treasurer Early gave fund balances report. Questions were asked and answered.
Trustee Mancik gave building report. Supervisor Wittkop stated reports to be filed for audit.
Old Business
Shelving for township hall.
Supervisor Wittkop stated he went and looked at the shelves and that they would work for what we wanted but before bringing them to the hall the basement needed to be cleaned up to make room for them. The supervisor and Trustee Mancik are going to get a retentation list from the MTA site to see what can be destroyed.
Milan Dump
Supervisor Wittkop presented a letter drafted by SME and him in response to the inspection of the old dump site. The board looked it over and discussed. Supervisor Wittkop made motion to approve the letter and send it to the owner of the dump, his lawyer, London and York Township supervisors. Treasurer Early support, Trustee Mancik seconded.
Vote taken. All yeas. Motion passed.
New Business
Roads
Supervisor Wittkop informed the board that he received a call from Ralph Lange of the MCRC stating that due to the absence of snow and ice that MCRC will be able to repair Hickory Road a Primary road between Dennison and County Line without asking the Township for any money.
Supervisor Wittkop also stated that he checked back with Janeen Abar of M.C.R. C. on the request for speed limit in Azalia, on Azalia Rd. Abar reported a study was started and the Township could get results back in 6-8 weeks. This would be around the first of March. This is response to a citizens concern about the safety of the residents in that area.
2007 Budget meeting/items.
Supervisor Wittkop stated that he would like the board to meet in January to start looking at the budget. He asked if all members of the board were available January 30, 2007 at 6 pm. All members were available so a meeting was set to start discussing the budget.
Supervisor Wittkop presented and made motion to approve resolutions #’s 2007-1-11#16 and 2007-1-11#17 to transfer funds from the Auditor fund to other funds that were in deficit.
Trustee Dopkowski supported the approval of resolution #2007-1-11#16
Treasurer Early supported the approval of resolution #2007-1-11#17.
Vote taken: All yeas. Motion carried.
International Fire Code Ordinance.
Supervisor Wittkop stated he needs to do some further checking into and see if he can find some other districts that have one set up so we can get an idea of what is needed.
Issues from Board members or officials.
Treasurer Early asked for some guidance about what to do with paperwork left from previous treasurer and past treasurers that is on the desk and in the file cabinet. The board will obtain a retentation list from MTA and look into shredding what is not needed to be kept.
Clerk Rock asked the board if she is unable to work a certain day for the building dept. if they want her to find coverage or post notice. The board discussed and decided that if it was just a day here and there to post on bulletin board and put the new information on the answering machine.
Supervisor Wittkop read the report of the elevation of the wells.
Supervisor Wittkop also stated that our Web site is up and running. It is www.milantownship.org
Public comment
A citizen stated it would be nice to put the well readings on the website. He also asked about the
letter from Holcim concerning the cost of having citizen’s wells checked 1. When was it mailed?
and what is the deadline for having it done? He also asked if it was know that the township had a website. He also asked the treasurer if a date stamp could be placed on the tax receipts when he received it?
Supervisor Wittkop answered he would place the well reading on website. The letters from Holcim were sent out the previous week. We would look into getting information out about the website. The treasurer responded that he could write the date on the receipts.
A citizen asked about where the Planning Comm. was in regards to updating ordinances and how much longer it would be before they take effect? Why was a date of Jan. 2007 given if they are not ready?
Trustee Dopkowski stated that they were continuing to work on them and that it would be awhile as after they are finished with them. January was target date, not firm date for the updates to be done. The Board still has to approve what is sent from the Planning Commission. Trustee Dopkowski stated that as far as a date for completion he is not sure. Trustee Dopkowski also invited this citizen to come to the Planning Comm. meeting.
Trustee Mancik made motion to adjourn. Treasurer Early seconded.
