Proposed minutes of the Milan Township Board held on September 11, 2008.
The meeting was called to order by Supervisor Wittkop at 7:05 P.M. Invocation was given and the Pledge of Allegiance was recited.
Public Comment:
Citizen stated many flags at half-staff today. Flags at half-staff in remembrance of 9-11.
Agenda additions or changes:
Motion by Trustee Dopkowski/seconded by Supervisor Wittkop to add township property to “Farm Bid Proposal”. Motion carried
Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report:
Motion by Treasurer Early/seconded by Trustee Mancik to accept the consent agenda. Motion carried
Supervisor Wittkop asked if any changes/corrections to the August 14, 2008 minutes needed to be made. No changes or corrections.
Motion by Trustee Mancik/seconded by Trustee Dopkowski to accept the minutes. Motion carried
Supervisor Wittkop read the disbursements:
General Fund = $18,126.14
Fire Fund = 29,191.61
Bldg. Fund = 472.25
Road Fund = 7,616.96
Total = $55,545.96
Motion by Supervisor Wittkop/seconded by Trustee Dopkowski to pay the bills of $55, 545.96. Motion carried
Treasurer Early gave the fund balances:
General Fund = $191,548.89
Fire Fund = 28,031.91
Chase (Savings) = 260,213.25
Flagstar = 198,009.34
MB & T = 31,028.68
Total Current Assets = $489,251.27
Trustee Mancik gave the Building report:
2 permits issued
Income: $195
Expenses: $435.08
Supervisor Wittkop stated all reports to be filed for audit.
Old Business:
Signs “No Trespassing” for property
Supervisor Wittkop presented prices for (3) different signs.
Motion by Treasurer Early/seconded by Trustee Mancik to purchase (1) package of metal “No Trespassing” signs and “Posted” yellows signs to finish out required signs, not to exceed $100. Motion carried
Couper Road at Richardson Drain
Supervisor Wittkop will send letter to MCRC and ask for sealed bids on the project.
Farm bid Proposal/Township Property
Trustee Dopkowski gave report from Farm Service Agency. They offer financial incentives in hope of getting landowners to convert cropland into valuable wildlife habitat. Goal is to create 7,500 acres of diverse grasslands in 18 southern MI counties. Enrollment for minimum of 10 years and signing incentive of $100 or $150 per acre.
Supervisor Wittkop discussed installing a 6’ diameter culvert on the park property.
Motion by Treasurer Early/seconded by Trustee Dopkowski to table and get further information. Motion carried

Handicap Ramp Update
Deputy Clerk Lee gave report on the proposal for handicap ramp replacement. The bid has been turned into the state. State will notify the township of acceptance/denial. Could be this year or next spring, depending on funds available from the state fund.
New Business:
Zoning Ordinance Changes
Motion by Supervisor Wittkop/seconded by Trustee Dopkowski to approve changes to Article 5 and 6.05.2 of the zoning ordinance.

Note changes:
Article 5.0 – add “cartage business” as a permitted use in the I-1 Light Industrial and I-2 Heavy Industrial districts.
Article 6.05.2 – change “Planning Commission” to “Zoning Administration” to conduct a review of the land division plan.
Other recommended changes postponed for further review by the Milan Township Planning commission from Monroe Co. Planning Comm. comments and wording.
Shredding
The clerk’s office has (13) legal size boxes of election material to be shredded. RecycleMax will pick up and shred for $7.83 per box and a 10% fuel surcharge. Approximate cost of $110.
Solid Waste Collection and Disposal
Discussion of having one company pick up the trash. Supervisor Wittkop presented material from York Township’s solid waste pick up program.
Motion by Treasurer Early/seconded by Trustee Dopkowski for clerk to contact providers and get price for 300 households to start the program and bring back to the board. Motion carried
Set Date for Election Commission meeting
Date set for October 7 at 6:30 p.m.
Set Date for Public Accuracy Test Meeting
Date set for October 27 at 6:30 p.m.
Well Information
Received bid from Bruce Burtless for installing a 90’ deep well at the township hall. Treasurer Early to get a bid from Gordon and bring back to the board.
Personal Computer for Planning Commission Secretary
Discussion of Planning Commission Secretary using his personal computer for minutes.
Motion by Trustee Mancik/seconded by Treasurer Early for supervisor to obtain prices for a new laptop computer. Motion carried
Issues from Board Members of Officials
Trustee Mancik informed the board of MORE meeting on September 25 at 7p.m. at Milan City Hall. Michael Finney of Sparks in Ann Arbor, MI will be the guest speaker.
Deputy Clerk Lee stated the General Election is November 4 and township has 150 absent voter applications.
Supervisor Wittkop talked about Bear Creek Assessment roll and learned from the Monroe Co. Drain Comm. that the townships portion will be $1200. Will need to find a line item for this to be set into for audit.
