Proposed minutes of the Milan Township Board held on August 14, 2008
The meeting was called to order by Supervisor Wittkop at 7:00 PM. Invocation was given and the Pledge of Allegiance was recited.
Public Comment:
Citizen informed board that there is a tree in Azaila Cemetery that needs to be trimmed by the fence.
Supervisor Wittkop thanked her for the information.
Agenda additions or changes
Supervisor Wittkop made motion that under New Business Article 6.03 in new ordinance book be added to agenda. Trustee Mancik seconded.
Vote taken. All yeas. Motion carried
Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report:
Trustee Dopkowski made motion to accept consent agenda. Trustee Mancik seconded.
Vote taken. All yeas. Motion carried.
Supervisor Wittkop stated the Consent Agenda be accepted as corrected and filed for audit.
Supervisor Wittkop asked if and changes/corrections to the July 10, 2008 minutes.
No changes or corrections. Treasurer Early made motion to accept the minutes. Trustee Mancik seconded.
Vote taken. All yeas. Motion carried.
Clerk Rock read the disbursements: General Fund = $14,762.08
Fire Fund = 1,127.50
Bldg Fund = 454.42
Road Fund = $ 5,500.00
Total = $21,844.00
Clerk Rock made motion to pay bills. Supervisor Wittkop seconded.
Vote Taken. All yeas. Motion carried.
Treasurer Early gave fund balances. General Fund. = $ 129,790.34
Fire Fund = $ 27,368.38
Chase (savings) = $ 270,917.61 Flagstar, = $ 196,286.17
MB&T = $ 508,542.10
Total fixed Assets = $ 515,042.10
Questions were asked and answered.
Trustee Mancik gave the Building Report:
4 permits were issued
Total money received: $ 265.00
Total paid out: $ 416.48
Trustee Mancik asked that in the future could all requests for splits be in the building report? Clerk Rock responded yes.
Supervisor Wittkop stated all reports to be filed for audit.
Old Business:
Bids for Handicap ramp and hauling of stone.
Supervisor Wittkop read the bids received for the handicap ramp. All members have a copy and after discussion Supervisor Wittkop made motion to accept Fowler Building’s bid and have Deputy Lee send to the state requesting a grant. Clerk Rock seconded.
Roll call vote taken. All yeas. Motion passed.
Supervisor Wittkop read the bids he received for hauling & grading stone: Thoma Trucking $2357.50, A-1 Specialty $3750.00, C&T $1125.00 but no grading, Salenbein Trucking $3600.00, Neithammer Trucking $3912.00.
The Board discussed and Trustee Mancik made motion to accept Thoma Trucking bid. Trustee Dopkowski seconded.
Vote taken. All yeas. Motion carried.
New Business:
Exterminator for hall
Clerk Rock stated that there have been signs of rodents in the hall and asked that the board consider an exterminator service. After discussion it was decided that Supervisor Wittkop would purchase mouse traps and place them around and if results the board would talk about it at a future meeting.
Couper Road @ Richardson Drain
Supervisor Wittkop stated that the cost of a project would be $50,000.00 for design and construction. After discussion of the board asked that Supervisor Wittkop ask MCRC why a culvert could not be put in and get back with us at next meeting. He was also asked to get competitor prices for bridge prices and maybe send out for bids.
Employee Handbook (for insurance)
Clerk Rock is to call insurance and have them send us a copy.
Electrical inspector
Clerk Rock stated that she had spoke with Mrs. Jaromin our current inspector’s wife and she stated he is still unable to return to work. We have had Mr. Tubbs out of Monroe covering for him and Clerk Rock had called and asked him to come to the board meeting so that the board could meet him. He did not come to tonight’s meeting and he still has not brought a copy of his license. Supervisor Wittkop will call him.

Resolutions for amending budget for new township property.
Supervisor Wittkop presented resolution # 2008-14-08#36 amending the budget to correct a deficit regarding the Township board, Capital outlay. Treasurer Early made motion to accept resolution. Trustee Mancik seconded.
Vote Taken. All yeas. Motion passed.
Signs for Property
Supervisor Wittkop stated that he had our insurance agent and risk manager look at the property to see what kind of signs we need we need. Supervisor Wittkop will get costs for the signs.
Bids for farming property
Supervisor Wittkop spoke with the townships lawyer and was told that we need to send a letter saying his crop planting will be over at end of season. The township will take bids for future planting.
Article 6.05#2 Zoning Ordinance Administrative Process
Supervisor Wittkop stated that there was an error in this article as far as the process. It should read “The Zoning Administrator will review requests for land division splits and approve/deny request and pass to the Township board. Supervisor Wittkop made motion to amend this article. Clerk Rock seconded.
Vote taken. All yeas. Motion passed.
Supervisor Wittkop stated it will be put before the public at a public hearing on August 26, 2008 at 7 pm at Milan Elementary Symons School.
Issues from Board Members or Officials
Supervisor Wittkop stated that Bruce Burtless came out to look at the well. It was cleaned in 1992, was originally 80 feet, reamed to 91 feet. But as of now is unusable. Supervisor Wittkop will check on costs to close it and dig another one and bring to next meeting.
Supervisor Wittkop asked the board about purchasing a 10 x10 canopy for use at the townships Trash Day.
Clerk Rock made motion to purchase one at the price of no more then $120.00. Treasurer Early seconded.
Vote taken. All Yeas. Motion passed.
Treasurer Early asked the board if they thought it was necessary to have two signatures on the Safety Deposit Box. Trustee Mancik stated she though it was better to have two.
After discussion Treasurer Early made motion that two signature but only one to gain access to the box. Trustee Dopkowski seconded.
Vote taken. 4 yeas. Trustee Mancik Nay. Motion carried.
Trustee Mancik asked for more flyers for Trash Day be printed. Clerk Rock will do that.
