Approved minutes of the Milan Township Board held on May 8, 2008

The meeting was called to order by Supervisor Wittkop at 7:00 PM. Invocation was given and the Pledge of Allegiance was recited.

Public Comment:

A citizen speaking for a citizen coalition called "Citizens for Aquifer Protection and Preservation" wanted the board to be aware of who they are and what they represent. He also read a letter that their organization sent to the DEQ with signatures by residents who are opposed to a lake going in the Township. (see attachment) He understands that the board cannot act on this matter at this time but wanted the

concerns to be heard.

A citizen asked if the board was approached regarding a bike race held on May 11, 2008 that was held within our township.

Supervisor Wittkop responded that we had not been informed about it.

Agenda additions or changes

Supervisor Wittkop made motion that under New Business to add Unisex Handicap bathroom renovation upstairs at hall. Letter from Monroe County Treasurer.

Vote taken. All yeas. Motion carried

Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report:

Trustee Dopkowski made motion to accept consent agenda. Trustee Mancik seconded.

Vote taken. All yeas. Motion carried.

Supervisor Wittkop stated the Consent Agenda be accepted as corrected and filed for audit.

Supervisor Wittkop asked if and changes/corrections to the April10, 2008 minutes.

No changes or corrections. Clerk Rock made motion to accept the minutes. Trustee Dopkowski seconded.

Vote taken. All yeas. Motion carried.

Clerk Rock read the disbursements: General Fund = $10,163.97

Fire Fund = 2,431.50

Bldg Fund = 407.75

Road Fund = 1,309.19

Total = $ 14,312.41

Clerk Rock stated that the general fund was high this month due to paying the elections workers and we should get most of cost from the election back from the City of Milan and Dundee.

Clerk Rock made motion to pay bills. Trustee Dopkowski seconded.

Vote Taken. All yeas. Motion carried.

Treasurer Early gave fund balances. General Fund. = $ 192,044.85

Fire Fund = $ 57,977.93

Building dept Fund = $ -505.04

Road Fund =$ 71,760.76 Flagstar, = $ 194,473.06

MB&T = $ 30,501.58

 

The board discussed a CD that that needs to be renewed. After discussion Supervisor Wittkop made motion to renew CD at 3.15% for 180 days.

Trustee Mancik gave the Building Report:

5 permit were issued

Total money received: $ 360.00

Total paid out: $ 373.01

Supervisor Wittkop stated all reports to the filed for audit.

Old Business:

Stoning & Chloride of Roads

Supervisor Wittkop said Chloride started 2 days ago and if your roads do not get done feel free to call him. Tom Roberts of MCRC contacted Supervisor Wittkop about extra funds available for more stone. Cone Rd. from Ann Arbor Rd. to Wells Rd.

was added for 3 inches of stone.

New Business:

Ditching – Oelke Rd.

Supervisor Wittkop stated he received 2 bids to handle flooding on Oelke Rd. at the Ann Arbor RR. One was from MCRC for $5300 and the other was from Lewis Roe for $4100.00. After the board discussed Supervisor Wittkop made motion to accept the bid from the MCRC for $5300.00 because of the self help contract. The Township costs would be only $2,300.00 Treasurer Early seconded.

Roll call vote taken. All yeas. Motion carried.

Supervisor Wittkop will contact MCRC to get a firm date.

MAFD – Member at Large

Supervisor Wittkop stated anyone who lives in the Milan Township, portion of London and York Townships and is not a member of any government board may apply for the job. They would be required to attend 6 meetings a year and have voting rights.

Posting Bids for unisex handicap ramp

Supervisor Wittkop stated that the ad for bids will be in The Monroe Evening News on Friday May 9, 2008. The deadline for bidding will be May 30, 2008. After May 30, 2008 the building inspector and the clerk will open and make recommendations to the board.

Bids for Relocation of a unsex Handicap accessible bathroom at hall.

Supervisor Wittkop presented an estimate from OHM fro designs for the bathroom at a cost of $945.00. Clerk Rock stated we did not need an engineering design to apply for a grant to help with costs. After discussion the board decided to have Clerk Rock speak with the building inspector and get back with board next month.

 

Feasibility Study

Supervisor Wittkop stated Mr. Hoppe from OHM contacted him and he wants to have a lunch meeting to discuss ideas. After discussion the board decided to check and see if June 3, 2008 is a good time for him.

Letter for Monroe County Treasurer Office

Supervisor Wittkop read a letter containing information regarding parcels that will be offered in our township at a public auction tentatively scheduled for August 6, 2008. The board discussed the possibility of obtaining this property for use by the township. Trustee Dopkowski made motion to send letter of intent to MCT of our interest. Trustee Mancik seconded.

Roll call vote. All yeas. Motion carried.

Supervisor Wittkop will check with township lawyer to ask questions about issue.

Issues from Board Members or Officials

Trustee Mancik informed the audience of an M.O.R.E. Meeting being held at Milan City Hall. The topic will be the newly enacted Michigan Planning Act. The meeting will be held at Milan City Hall at 7 pm.

Supervisor Wittkop informed the board that he will be on vacation May 14-19, 2008. He also asked for a board member to fill in for him at the Milan Fire Board Meeting on May 15, 2008. Clerk Rock will cover for him.

Supervisor Wittkop also stated he would like to go to a seminar that the MTA is holding in Frankenmuth regarding "Roads: Maintenance, Funding, & Legalities’ being held on June 5, 2008. He asked if any other members of the board were interested. Trustee Dopkowski is interested. After discussion Supervisor Wittkop made motion to have the township pay for him and Trustee Dopkowski to go and to have the clerk write the check to pay the early bird cost of $85.00 per person. Treasurer Early seconded.

Roll call vote. All yeas. Motion carried.

Supervisor Wittkop also received some information regarding Election Campaign Notices. This will be placed on next months agenda.

Supervisor Wittkop also said he received a call from Tom Roberts (MCRC) stating he saw a Milan Township resident on Crowe Road taking stone that had been spread on that road into a wheel barrel and using it for personal use on his property. Supervisor Wittkop called our lawyer to see what we could do and was told it was hearsay only and that Mr. Roberts would have to file a complaint as he was the one who witnessed it. Supervisor Wittkop asked MR. Roberts to file complaint.

Public Comment

A citizen asked Treasurer Early a question regarding the tax bills. If they are bulk or pre-sorted?

Treasurer Early responded.

A citizen asked what the Feasibility Study was about.

Supervisor Wittkop responded.

A number of citizens asked questions regarding:

if there had ever been a watershed study?

why a citizen last month brought up a MCRC member retiring?

if there was a Water Drainage shed or flood plans?

if residents in A1 can do anything they want on their property?

can the board do anything if the DEQ approves plans for a lake going in?

if the resident digs a well does he come before the board?

A number of residents expressed their opinion regarding a citizen who is planning on putting in a 8.98 lake in the township. Such opinions were:

he has been a bad neighbor already and doesn’t know what he is doing.

said that it seems he is trying to get around the board.

A citizen asked when they clean the ditches can anyone obtain the dirt?

Supervisor Wittkop stated that this was public comment and we don’t usually respond to questions or comments during this time but as the citizens came out to express their opinions he wanted to respond to as many as he was able to. He also stated that he is an advocate of private property rights if a person owns property they should be allowed to do what is allowed on their property.
