Approved minutes of the Milan Township Board held on February 14, 2008

The meeting was called to order by Supervisor Wittkop at 7:07 PM. Invocation was given and the Pledge of Allegiance was recited.

Supervisor Wittkop asked that if there were any additions to the agenda? None were added.

Public Comment:

None at this time.

Consent Agenda, Minutes, Disbursements, Fund Balances and Building Report:

Treasurer Early made motion to accept consent agenda. Trustee Dopkowski seconded.

All yeas. Motion carried.

Supervisor Wittkop stated the Consent Agenda be accepted as corrected and filed for audit.

Supervisor Wittkop asked if and changes/corrections to the January7, 2008 minutes and the February 2, 2008 Special Meeting minutes. .

No changes or corrections. Trustee Dopkowski made motion to accept both minutes. Trustee Mancik seconded.

All yeas. Motion carried.

Clerk Rock read the disbursements: General Fund = $ 12,505.60

Fire Fund = 0.00

Bldg Fund = 343.64

Road Fund = 60.66

Total = $ 12,909.90

Clerk Rock made motion to pay bills Seconded by Trustee Dopkowski.

All yeas. Motion carried.

Treasurer Early gave fund balances. General Fund. = $ 91,186.50

Fire Fund = $ 17,113.53

Building Fund = $

Road Fund =$ 42,952.36 Flagstar, renov:= $187,772.47

Chase Bank: = $217,461.87

Board noted that there are/will be CD’s that have to be renewed after discussion Trustee Dopkowski made motion to renewal all for six months. Trustee Mancik seconded.

Vote taken. All yeas. Motion carried.

Trustee Mancik gave the Building Report:

1 permit were issued

Total money received: $ 75.00

Total paid out: $424.00

Trustee Dopkowski made motion to accept building report. Clerk Rock seconded.

Supervisor Wittkop stated all reports to the filed for audit.

Old Business:

Holcim Quarry permits.

Frank Rogers and Matt Whipple were present from Holcum and Mr. Whipple presented the permit documentation to the board. Supervisor Wittkop looked it over and stated it was in order and asked the board to approve Resolution # 2006-05-11 #6 that was passed in May 11, 2006 for the expansion of the quarry. After all questions were asked and answered. Trustee Dopkowski made motion to approve the expansion. Treasurer Early seconded.

Vote taken. All Yeas. Motion passed.

Well Readings.

New Business:

Moose Lodge – Property Tax abatement

Trustee Dopkowski was approached and asked by the Moose Lodge if the Township would consider a tax abatement because of a financial predicament. Supervisor Wittkop stated after talking to the Township Assessor that he would contact Township Attorney and the MTA.

Roads

Supervisor Wittkop made motion to add .6 mile of Crowe Road from railroad to pavement for stoning. Trustee Dopkowski seconded.

Vote taken. All yeas. Motion passed.

Salaries

No increases asked for at this time.

Budget/ Budget hearing date

Supervisor Wittkop made motion to hold Annual, Public Hearing, and Budget Hearing Meetings March 29, 2008 at 9 a.m. Trustee Dopkowski seconded.

Vote taken. All yeas. Motion carried.

Assessor questions.

The Board asked questions of the assessor Lou Burke. Questions were answered.

Sexton – MTA Rules.

Clerk Rock informed the board that according to MTA # MCL 41.76 the sexton should be paid by the township not by funeral home. It was also brought before the board that the current sexton does not have a contract and the board wants a contract. Supervisor Wittkop will check with the attorney on the wording. Clerk Rock will check with other cemeteries to see how it is done in their townships.

Clerk Rock made motion to have sexton paid by the township. Trustee Mancik seconded.

Vote taken. All yeas. Motion carried.

Mark Pilbeam –water for hall.

Supervisor Wittkop made statement that Mark hauls water for the township and doesn’t want to produce an invoice and the township needs an invoice to pay for it. Supervisor Wittkop would like to have an appreciation letter done for him but he will check with the attorney to see if it is legal to do.

IRS –mileage rates

Supervisor Wittkop made motion to increase mileage rate township members receive to the IRS approved rate. Trustee Dopkowski seconded.

Vote taken. 3 yeas. 2 nays. Motion carried. Clerk Rock and Trustee Mancik voted nay.

Zoning Compliance Permit.

Supervisor Wittkop stated that the board had approved to leave it in the new ordinance book so he made motion to leave it out. Trustee Dopkowski seconded.

Vote taken. All yeas. Motion carried.

Issues from Board Members or Officials

Trustee Dopkowski stated that the Planning Commission is working on the HeathCo project and it is in the works.

Trustee Mancik asked what happened to the BOR appeal from MB& T? Supervisor Wittkop stated it was denied with prejudice.

Clerk Rock asked if/when the thermostat was going to be moved. The current location does not keep hall warm correctly. No answer was received.

Supervisor Wittkop stated that the dates for the BOR will be:

March 4, 2008 9 a.m. to 10 a.m.

March 10, 2008 9 a.m. to noon and 1 p.m. to 4 p.m.

March 14, 2008 1 p.m. to 4 p.m. and 6 p.m. to 9 p.m.

Treasurer Early moved to accept these dates. Clerk Rock seconded.

Vote taken. All yeas. Motion carried.

Supervisor Wittkop stated he would like the Private Roads Ordinance to be a stand alone ordinance. The board discussed. After discussion Supervisor Wittkop made motion to have the Private Road Ordinance be a stand alone ordinance. Trustee Dopkowski seconded.

Vote taken. All yeas. Motion carried.

Public Comment

A citizen stated that with the cost of postage going up that the township might like to purchase forever stamps. The board agreed. Clerk Rock will check to see what funds are left in the postage account and purchase Forever stamps after approval at the March meeting
